Internal Document links not exporting to PDF

I have a table of contents that links to a page with in my excel sheet, I have tried all methods to export the document to PDF (some users cannot open the excel file), but the table of contents links do not come over. I have also tried exporting as a web file, but nothing works. Any suggestions?

Sorry no that is not my issue. Thanks for trying. That was based on macros and external links. Mine are internal links and not created by macro or formula. I also tried saving it as a web based document, but that never worked either.
