Is it possible to force saving a file in CSV format?

I am involved in developing a process which requires that requestors submit their request info in CSV format. Is it possible to force Excel to always save in this format without using VBA or a script of some type?

Excel Facts

Return population for a City
If you have a list of cities in A2:A100, use Data, Geography. Then =A2.Population and copy down.
Excel Options > Save > Save files in this format

This assumes 2010 and 2013 (I think it's in 2007 as well but not sure.)
