is there a way to have a chart not scale when resized?

Sure. Right click on the chart (or part of the chart such as the x axis if you want only certain parts to have a fixed font size), go to format chart area (or format axis, etc), font, and uncheck "auto scale"

i have this unchecked and it still scales.

Perhaps I misunderstood your question.

Could you be more specific about what's scaling? Do you mean the chart itself? I don't follow why you'd resize the chart if you want its size to stay constant.

well i want to resize the window but have the chart stay the same size. excel puts quite a bit of space between the chart and the border of the window and i don't think it's needed.

There are two rectangles that you need to resize in conjunction. One is the Chart Object, the outermost container of the chart. The other is the Plot Area, the rectangle defined by the axes. When you change the Coart object size, the Plot Area will also change in the same direction, so you have to resize it in the opposite direction. You can't change either of these rectangles independently.
