Is there a way to use BYROW and search multiple tabs for a match via an INDIRECT:INDIRECT array?

Is there a way to make something like this work in excel (for example, find the row for a Cost Category on each Project Tab with timeseries data):

=BYROW(Tab_Names_by_Project, LAMBDA(r, MATCH(Cost_Category, INDIRECT(ADDRESS(1,Column_Number,,,r)):INDIRECT(ADDRESS(1000,ColumnNumber,,,r)), 0)))

This formula results in #VALUE! errors.
 

Excel Facts

Can a formula spear through sheets?
Use =SUM(January:December!E7) to sum E7 on all of the sheets from January through December
Is this what you mean?

Excel Formula:
=BYROW(Tab_Names_by_Project,LAMBDA(r,MATCH(Cost_Category,INDIRECT("'"&r&"'!"&ADDRESS(1,Column_Number)&":"&ADDRESS(1000,Column_Number)),0)))
