Issues with absolute references

I am trying to ensure that my cell reference does not shift down as the values shift down.

For example, If row E4:F10 shift down, I want the reference in C5:C10 to still reference E4:F10. As it stands, when I shifted the rows down, the reference followed with it to E12:F18 instead of staying at E4:F10.


Is there a way to make it still reference the top cells no matter what?
