Keep the year constant in a cell

I was making a gestational age calculator. B1 contains the last menstrual period, B2 contains the estimated date of delivery which is a1+280 and B3 contains gestational age which is =TRUNC((TODAY()-B1)/7)& " weeks " & MOD(TODAY()-B1,7) & " days".

While formatting B1 and B2 for dates, I wish to keep the Year 2016 constant in B1 so that I do not have to enter it every time. I just will enter for e.g 12/12 and cell will be populated by 12/12/2016. otherwise excel makes it 12/12/2017.
Please help
 

Excel Facts

Format cells as date
Select range and press Ctrl+Shift+3 to format cells as date. (Shift 3 is the # sign which sort of looks like a small calendar).
I thought that the default was always the current system year
