left function in vba

Hi folks,

I am using the left function in my code but i guess i am getting somewhere wrong because am getting error on that line

If Left(Cells(b, 7).Value, 9) Or Left(Cells(b, 7).Value, 10) = Cells(x, 17).Value Then

Copy the range. Select a blank cell. Right-click, Paste Special, then choose Transpose.
Left(Cells(b, 7).Value, 9) - No compare.
