limiting sheet size

Is there a way to limit the number of rows and columns available on a spreadsheet? For example in a workboor on one page I only want 26 colums and 2000 rows. On the next sheet I want 10 columns and 50 rows. I don't want to just hed the cells. I've seen this on some older spreadsheets, but can't seem to make it happen. Thanks for your help.
 

Excel Facts

Return population for a City
If you have a list of cities in A2:A100, use Data, Geography. Then =A2.Population and copy down.
You can use code like this, maybe in the Workbook_Open event

I pasted the code on the code page, saved the workbook, and reopened it, but it didn't make any diffference. What am I doing wrong?
