Link Cell in File A to File B; and move rows in File B

Hi, is it possible (without using names for variables) to:

1. Link a cell in a File A to a File B and

2. Close File B, (the one with the linked cell)...

3. And then insert/delete rows or move the target cell in File A; and keep the link intact in File B....?
