Links not working in read only & protected mode?

I have a spreadsheet that is both read only and the sheets are protected. I added a new worksheet to it - a table of contents, so that people can easily navigate all of the other worksheets within the workbook. On each sheet, I also added a shape with a link that links back to the table of contents.

I saved it, and now when the workbook is opened in read only the table of contents works but none of the shape with the link back to the table of contents on the individual worksheets don't work.

When I right click the worksheet tab and select "protect sheet" all of the sheets have the same the same boxes checked.

Does anyone have any suggestions?
