List if sum for a month is greater than 'x'

Greetings All - I have a table which lists the Month/Year in column A, Duration in column B, and Customer Name in column E. We offer incentives to our customers which have a duration of 4+ hours per month. How would I list the names of those which had a duration of 4+ hours for each month? I'm needing this to be in a formula rather than a pivot table or manually sorting the table.
