Local Time + Time Zone + Time Block question

Greetings again


Cell A1 value = 1800
Cell A2 value = -4
Cell A3 value = 4


A1 = local time (6pm)
A2 = Time zone offset (GMT-4hours)
A3 = 4 hour block increments.


How would you create a formula to create a time range to populate a range of cells? e.g. 0000z-0400z, 0400z-0800z, 0800-1200z etc..
