lock/unlock cell behavoir

Hi

I selected the whole sheet then went to format cell-->protection--> unchecked "lock" cell. Which means all cells are unlocked now. Then When I tried to go to Review-->protect sheet and click ok (left everything as default). I no more able to format any cell! formatting tools are grayed out. I can edit cells but not formatting any?

I went to Review-->Protect sheet , under "Protect sheet" window I see
[x] Protect worksheet and content of locked cells

But my cells are all "unlocked" so why I can not format them anymore? that above rule supposed to be applied on locked cells not unlocked one?

Because you have protected the worksheet albeit without having prevented cell contents from being edited.
Do same with the 'Format Cell' checkbox ticked and you will enable formatting.

That is my whole point. I already ticketed format cell-->protection-->lock cell (which means all my cells are unlocked now) then why the protection rule (Review-->protect sheet) applied on my cells which are not locked? It is clearly said "[x] Protect worksheet and content of locked cells". That line by default checked and I kept it checked
