Looking for a formula to look up based on Column and Row but with different sized arrays

For example, in the below table, I would like a formula that would return "Mary" for Green 3, or "Jane" for Red 5. You sunk my battleship! :)

I tried a combination of HLOOKUP, VLOOKUP, INDEX, and MATCH but I get tripped up because the row arrays are different sizes.
