I have an Excel file with three columns (Date, State, Occurrences) and over 12000 entries. However not each state has occurrences on each date. To analyze the data I need to organize it where columns are each state and rows are every date and in the array is the number of occurrences (if there were any) and 0 if there were not. I have tried LOOKUP, VLOOKUP, and HLOOKUP functions but it is not filling in the array like I would like.

Pivot tables might enable you to get the view you are looking for.
Highlight the data and use Pivot Table Wizard if you have not had experience with them before.
