Lookup result from percentage cell

Hi I am trying to put a value in a cell by looking up a cell that contains a percentage number.

The formula I am using at the moment is
=LOOKUP(O5,{0,25,50,75},{"1","2","3","4"})

It works on a number cell but not percentage.

Can anyone tell me what the problem is.

For percentage, try:
=LOOKUP(A5,{0,25,50,75}/100,{"1","2","3","4"})

The result is 4 but the percentage is 57%. It should read 3 should it not.

Are you sure you have input 57%, but not 57?

Yes the cell I am referencing contains 57% so the formula you gave me should give me 3 as the result.
