Loop through range

Hello, I have a range stretching from A1 to D14. In the cells there are values and I want to loop through all cells, from A1 to D1, then A2 to D2 etc. If the value in column C is not more than 1 the loop should skip that line. How can I achive this?

Also, In the loop, would it be possible to declare each cell value as a string?

You are looping through all the cells. What do you want to do with the cells in the rows where the value in column C is less than or equal to 1? Also, what do you mean by
