Loop to repeat data in a range

I'm new to excel. I need a formula or VBA code to copy non-blank cells in a range in column E into column B while column A is not blank.

eg. 9 names in range SBNames while Column A contains a date.

thank you for any help available.
 

Excel Facts

Links? Where??
If Excel says you have links but you can't find them, go to Formulas, Name Manager. Look for old links to dead workbooks & delete.

I also need the last name in the B Column to be the first if the year is changed in the dates in the A column, if that's possible.
