Lowest average with conditionals and source data from 2 tables

Hi!

I have the attached (link) spreadsheet where I need a table to retrieve:

1. The 4 countries with the lowest average combining 2 tables
2. The 3 names on the Men and Women tables on the left according to the country resulted in 1 above
3. The ranking position of each Men and Women in 2 above


This is a simplified version, as the real one has over 50 countries (not always the same), and can vary from Men and women. In the case a country has men OR women ONLY, it should not be counted as lowest average.
At some point I'll need to add 2 more tables (e.i. boys and girls) so will need to retrieve the top countries with the lowest average considering all 4 divisions.

I know the format of the Men and Women tables is not easy to work with, but it comes from copy and pasting the results of filtered pivot tables (Pivot I and II tabs). If an auxiliary table needs to be created, it's not a problem, but should pick the data automatically.

Hope you can help me, really need it!!
