I want to run a macro that is based on a condition (if the value in the cell = 1) that if it's true, will change the color of the entire row. If it's not true, then it won't change the color of the cell.

Use =EDATE(A2,1) for one month later. Use EDATE(A2,12) for one year later.

You don't need macros for this. Conditional formatting should do the trick. What version of excel are you running? (what year?)
