Macro for simple row operations

I'd like a macro to insert a row above, copy the origional row into the inserted row, than copy the row below into the origional row into the origional row. That is badly written here is an example.

e.g. highlight row 30
insert a row, copy what is now row 31 into row 30
copy row 32 into row 31 (overwritting the origional).

I tried to record a macro but it does it for the same row references ever time and I need to do this every week.
