I sent a spreadsheet to a friend and the box to enable or disable macro didn't pop up why did that happen?

Because they have that turned off on their computer.

Your friend's security might be set such that it doesn't allow macros

Look at tools, options, general, Marco virus protection

If using Excel 2000 or later, the Macro security could be set to accept only "signed macros from trusted sources"

To change that go to
Tools - Macro - Security
and select medium security level.
