This is something I have looked for for a long time. It is published on the PC Magaizine web site and in the current issue of PC Magazine. It looks like it will resolve my problem posted previously on a problem using Ctrl+Shift+letter macros NOT working on some keyboards with the Caps Lock on. This setting immediately restores the Caps Lock when the Shift key is pressed even in conjuction with the Ctrl key.
I am sure others will find it of value.

Make Shift Turn Off Caps Lock, Revisited
You don't need to dig into the Registry. In Windows XP and 2000, at least, it's very easy to make the Shift key turn off Caps Lock.
