Making multiple lists into one list!

Here is my input data (two separate lists):

Target 35 2011
Kmart 70 2010
Walmart 80 2009

---

Babysitting 25 2011
Gardening 50 2010
Art 40 2009

How can I make a table that results in this:

Target 35 2011
Babysitting 25 2011
Kmart 70 2010
Gardening 50 2010
Walmart 80 2009
Art 40 2009

Also, if any year is left blank, it must shift to the top; or NO BLANK ROWS!!!

For a start, take a look at Data-->Consolidate. Just make sure to check the "Use Labels in Left Column" option.
