Manhour Template setup procecdure

Engineer by trade. We often use excel for manhour preparation. open ended question.

We might have 3 submittals, 5 tasks per submittal, 5 people per tasks. So that would be 75 rows. and then columns going out by week for 52 weeks. We then input hours by person by week. and then want to see the total hours by person, task, submittal etc.
We often just set it up with sums and move on.

Next time we might have 6 submittals, 10 tasks, 3 people.... so 180 rows and we would insert and delele rows, and copy and paste similar sections to accommodate the difference. requires so care to not mess up sum equations.

What would be ideal is if there was a way to set it up so that you could input the number of submittals, # of tasks per each submittal and # of people per each task and it would automatically set up a template for that.

Would this require VBA. Is anyone aware of any existing add-on that does this type of thing.
Looking for max fleixibility to handle any job setup we throw ad it that would reduce the manual manipulation required to set it up.
