Match Corresponding Values exl 2003

I am not sure what formula to use to achieve the desired results for my report. I am also not sure how to explain it without attaching the workbook.

I need a formula that will answer the following scenario:

Basically as an example:
IF E3 = (Selected Region from Drop Box) and E15(Selected Freight Method .. drop box) then E22 = Corresponding Value in Table listed in =Costs!$A$2:$D$41-

There are 20+ Regions to choose from which is where my "IF" function failed.

Any help would be appreciated.
 

Excel Facts

Remove leading & trailing spaces
Save as CSV to remove all leading and trailing spaces. It is faster than using TRIM().
