I have this data in 2 column, if a user enters a date the rows should have all the start time with respect to date

this function is not working
Excel Formula: 
=INDEX('Event Scheduler'!$E$3:$F$19,MATCH($F$1&"|"&ROW(A1),'Event Scheduler'!$E$3:$E$19),2)

any suggestion
