Matching entries in 2 columns - exported document

Hi,
I have an export from external database and am trying to create a dashboard (or a pivot table) with the following results:
Individual subject ID (output from column B) - and their compliance (output from column V). Subject IDs are noted multiple times whereas their compliance is only noted once, whenever there's a specific condition in column C.

This is likely a formatting issue (i.e. compliance is a text entry; subject ID starts with two leading zeros but it can be just one, i.e. 0123). Either way, I am unable to run workable pivot tables or set up a formula to create output in question. We're talking about ~150 subjects. How can I address this case please? I'd like to avoid helper columns as much as possible on the original worksheet, but it's ok to create them on a separate sheet. So that whenever source sheet gets changed, so does the output.
 

Excel Facts

Move date out one month or year
Use =EDATE(A2,1) for one month later. Use EDATE(A2,12) for one year later.
I did found a way to concatenate the output via pivot table measure + formula
Excel Formula:
=CONCATENATEX(Table1,Table1[Code],", ")
...but it is associated with a lot of commas and as such, is suboptimal.
