Merge row that doesn't match a pattern with the row above it

I have a set of data consisting of phrases in a single column that has been imported from a pdf document through power query. The problem I have is that phrases that span more than one row shouldn't be in two different rows. The start of a correct phrase is "*." (any number from 1-12 and then a dot). I want to merge every row that doesn't start with this with the row above it, as it belongs to that one.

Could this be corrected with power query before I "import" it to Excel, and if not can it be done through formulas afterwards?
