Move and Sizing Objects With Cells...NOT!

I've created some combo boxes (from the Forms toolbar in Excel 2003) and when I go to Format Control / Properties the "Move and Size with Cells" option is greyed out. Any suggestions as to why?

Three semi-colons will hide the value in the cell. Although most people use white font instead.
No, the sheet is not protected. If I create the combo box from the Control Toolbox then I can select the "Move and Size with Cells" option, but not if I create it from the Forms Toolbox.
