Move worksheet to new workbook

Good day all,
I have read through countless threads over the last few days trying to find an answer to my problem. But so far have nothing working.

I have many copies of a workbook that will be named based upon who is using it so the workbook name is not constant. Also it will be stored in different locations because of the different users so the path is not consistant. The only 2 things that are constant is this workbook contains many worksheets and one of them is called "Code Blue" and the fact that I would like this "Code Blue" worksheet moved to a new workbook to be called "Setback" which would be located in the same location as the originating workbook.

Before moving this "Code Blue" worksheet to the new "Setback" workbook, however a check would be performed to see if there is already a "Setback" workbook and if there is the new workbook would replace the existing workbook or nothing would happen if this is not prefferable. Once copied over, the original workbook would close (Now minus the "Code Blue" worksheet) and the new workbook ("Setback") would remain open.

Thank you all in advance for any assistance.
