Moving a cell to a a column depending on a criteria

I exported some data into Excel from html that lists a name and the details of what Project/tasks they booked time to right below. I need the name to appear next to each task instead of above the data. Here is a sample of what I am talking about. The number of rows below each name varies, but each set of data ends with a Totals row.
