Msg Pop Up Box based on cell criteria

I have a column with data that is validated to return "Y, Y-Mandated, N." In another column, every time the value is Y or Y-Mandated, I'd like an error to be thrown back that says that "a value must be entered into the field". Is there a way to do this easily ?

Can't you do that with the DV error meaage?

Both columns are already data validated. For example in the first column, you choose from a List, Y,N,Y-Mandated and in the second is another list to select lets says Met&Yankees. What I dont want is for someone to select Y,NY-Mandated and then leave a blank in the mets/yankees column and want a msgbox to say that when they choose Y or Y-Mandated that they have to put something in the Mets/Yankees column.

So each time a person selects the Y,N, etc. from a given row I'd like the msgbox. I'd also like them to not be able to save the file when a condition exists where the value is Y or Y-Mandated and mets/yankees is blank or null.
