Multi-criteria filtering

Is it possible to use function to solve the following data fulfill both criteria :
1. Retain All without duplicate when column A is "a"
2. When Column A is "a", the value in column B is used as criteria to retain data even column A is not "a". Also no duplicate.

Column A Column B
a CN1234
b CN1234
b CN4567
b CN4567
c CN4567
a DN1234
a DN1234
b DN1234
c DN1234
a CN1234

I hope you can catch my meaning

"c, CN4567" should not be there.
Anyway, how do you got this subset?

There is another difference between your subset and mine. No comment on that?
