Multi Criteria VLookup with First Date

I am trying to perform a VLOOKUP with multiple criteria and the initial date of the range only, and the result is the value that corresponds to the last date. To explain, I have simplified some examples as follows:

I can perform a VLookup with only the initial date in the range (no gaps)

But can't do the same for multi-criteria

Excel Facts

What does custom number format of ;;; mean?
Three semi-colons will hide the value in the cell. Although most people use white font instead.
As long as the dates for each employee are in ascending order,
Excel Formula:
=LOOKUP(2,1/(Table2[Employee Name]=A47)/(Table2[Start Date]<=B47),Table2[True Cost Rate])
