Multi Depend dropdown list, with spaces and just numbers as selections. 2013

Im trying to do multi dependent drop down list, i can get it to work when i use one word.
some of my choices are numbers or two words it doesn't seem to work. any suggestions?

Tried this: =INDIRECT(SUBSTITUTE(A16," ","_"))

i Dont have xlookup or i would do it that way.
