Multi-level Sort

I have large columns of data that I would like to sort at each of the three levels. A simplified example is attached, first showing the original, unsorted data. The sorted data is shown, with the highest numbers, at each of the three levels, listed first.

I was exploring non-VBA methods without success and am open to any solution.

Thank you for any assistance you can please lend.

Excel Facts

Square and cube roots
The =SQRT(25) is a square root. For a cube root, use =125^(1/3). For a fourth root, use =625^(1/4).
Is this in a Pivot Table?

If so, just click in any one of the cells that contains a number value that is within the Pivot Table, go to Data and then in Sort Options, select the radial next to the "Largest to Smallest". It will then place them in the correct order on all levels, as you are looking to do.
