Multiple Areas in Input Range on Drop Down Box

Short Question:
Is there a way to add two different ranges to be included in the input range for a drop down selection box.

so for input range: A12:A15,D14:D22 it does not work, is there a way around this limitation?

Background:
So I am trying to have drop down selections that have a dynamic input range so that you cannot select a combonation between them which does not exist, so i have templating pivot tables for each drop down with the remaining related dropdown fields as page fields and my target drop down field as the row field, then i have a count counting how many items are in the single pivot table row and then an offset function determining the range for the input range of the drop down box. I would like to add the option of "(All)" into all the drop down boxes but am having difficulty doing this in the case of my shorter question write up above.

Any help is appreciated! as well as creative workaround that aren't necessarily the approach i am already taking.
