Multiple criteria on 1 sheet with results from multiple sheets

I have tried several formulas and just can not get anything to work. I am looking for some expert advise.

I would like to use multiple criteria 9Site ID & Bidding Vendor) on sheet 1 (example below) to lookup and return data from multiple tabs in the same workbook to "proposed winner" and "comments".

I may not have explained it very well but I know there must be a VLOOKUP with imbedded formulas or a macro that can solve this. Please help!

Excel Facts

Select a hidden cell
Somehide hide payroll data in column G? Press F5. Type G1. Enter. Look in formula bar while you arrow down through G.
Use something like this to build your 4 x X array, and use in your lookup:
Excel Formula:
=WRAPROWS(TOROW(AK:IA!A2:D15),4,"")

You can also use Power Query to build a large data source by combining the sheets there, and return it to another worksheet.
