Multiple references and can't get the result I need

I have attached a screen shot of my spreadsheet, i have used a pervious thread however i believe it is outdated. So i need the fastest time to be 1D then 2D start 1sec higher than the fastest time. yellow should be 1D, Green should be 2D and blue should be 3d. I am not sure how to get that but then i realized that my place column doesn't correlate correctly either... can anyone assist? I know its alot to ask but i have been working on this forever and i am just frustrated that i have done research, videos, etc and i am missing something. I would prefer not to pay for a barrel racing program because we don't have very many events. Someone please help.

I dont know why 3D is include 17 & 18 (1s and 2s), but below formula reflects exactly the expected output

Thank you very much! - How should adjust the formula that i can have it in the cells and i can just input the already sorted times for the event? Because the formula you gave me is specific to this info only (which worked great). I would like to be able to input the times and it calculates the placing and division off of the fastest time in intervals of 1 additional second. If possible even enter the times as they run and then just sort the time column and it all auto generates ( i'm not sure that is possible, but definitely a dream)
