Navigation menu with hyperlinks

I've got a new computer so I've installed the XL2BB add-in but I can't get the capture range feature to work. Anyway, I'm trying to create a navigation menu where the menu options are hyperlinked.
The hyperlinks fail when rows are added/deleted, I'd also like to move the range that the hyperlinks are attached to move just underneath the menu options. Can this be done without VBA?

You can teach Excel a new custom list. Type the list in cells, File, Options, Advanced, Edit Custom Lists, Import, OK
the hyperlinks don't fail when you add/delete rows - they just lead to the same cell address, but different then you expect - it doesn't get adjusted like formulas do. so you will need a way (some function) to locate the cell you need , then build an address string and plug it into a HYPERLINK function (rather than using an actual hyperlink). Something like:

=HYPERLINK("[.\]'Sheet2'!A1","text to display")
I didn't understand the moving part of your question.

I'd like once the hyperlink is selected to sit just under the Frozen navigation menu eg click on Reporting and it moves to the top ie where C7 would be. At the moment, click on Reporting hyperlink and it picks it up but the cell pointer moves to C32 which is at the bottom of the screen, I'd like to have more of the Reporting up higher on the screen. For context,
does the job but uses VBA, VBA won't be on option for me on my work computer so 'll have to find another way.
