new file with getopenfilename

I use GetOpenFilename to find a new text file to open. But it will not allow me to enter name for a new file then create and open that new file. Is there a way to do that?

I forgot to ask: my Visual Basic book tells me about Write #. That is the only write comment in the book. It writes all strings surrounded by quotes. How do I write text to my text file without the quotes?

Edit: a search discovered Print #ifilenum, some_string
My book does not have that. If that is the correct answer, disregard this followup question. (my internet computer is not my work computer.)
