Not allow users to delete cells after data entry (Editing allowed only some cells)

Hi all, Im trying to set up a spreadsheet that will have general access in the office. Only thing is I don't want anybody to be allowed to delete cells (editing allowed only some cells) once they have saved their work. Anybody got any suggestions, I'm pretty useless with VBA so if you have a solution then I will need step by step instructions. Thanks in advance.

Formula for Yesterday
Name Manager, New Name. Yesterday =TODAY()-1. OK. Then, use =YESTERDAY in any cell. Tomorrow could be =TODAY()+1.
My question is like
User can entry in cell A1 but after entry he will not be able to delete the A1 entry.
