Not declaring variables

I have quite a bit of scripts that have variables that are not declared.
When I try to run a script that has an undeclared variable I get compile errors.
Compile error:
Can't find project or library

I looked at Options:Editor:Code Settings and I don't have "Require Variable declaration" checked.
So why would VBA give on error on an undeclared variable?
