Number Formats versus Input Masks in Properties

I've always wondered why sometimes, if I right-click an Access query and select Properties, sometimes I have the ability to choose the format and number of decimals for the field, and sometimes those selections are gone, and all I see is Input Mask instead of Decimal Places.

Can anyone explain, please?
