When I have numbers stored as text intentionally, and I select the affected cells with error triangles, then select Ignore Error, will it stay that way if I send the file to someone else? Or will the error triangles return when they use it?

I have a sneaking suspicion that this is an Application level setting that, unless you're using VBA, you can't adjust on a remote system.

VBA Code:
Application.ErrorCheckingOptions.NumberAsText = False

will remove the triangles. Is the spreadsheet you're sending going to have VBA in it?

Yup, it's part of the user assistance/notification feature of Excel trying to be overhelpful. The way to avpiod that is to put a simple apostrophe prefix with the number to declare it is intentional text format. EG:
'6584767 appears as 6584767 in the cell without showing the apostrophe
