% of target

I have data in %s. Target is fixed (ex. 7.5%). I want a formula to calculate % of target so if someone achieved 8.2% - result is 90.67% of target. While someone at 5.5% is 127% of target (overachieved).

Sorry about that, the higher the number, the worse it is. So want to show this is being lower than 100%

I'm not at all sure what this computes, other than your example results:

=2-A1/7.5%
