How do I use offset within the source of a data validation list in VBA? Also, the data validation list is applied with a loop, so "c" is the reference point.

For each c In Range ("AD8:AD316")
With Selection.Validation
.Add Type:=xlValidateList, _ AlertStyle:=xlValidAlertStop, _ Formula1:="Offset(c,0,22,c,0,88)
' other info '
End With

If you start asking yourself if now is a good time to save your Excel workbook, the answer is Yes
I think you are using the Excel Offset function syntax.
The VBA equivalent would looks something like this:
VBA Code:
    Dim c As Range
    For Each c In Range("AD8:AD316")
        With c.Validation
            .Add Type:=xlValidateList, _
                AlertStyle:=xlValidAlertStop, _
                Formula1:="=" & c.Offset(0, 22).Resize(, 88).Address
        ' other info '
        End With
    Next c
