Only displaying certain values in a userform combo box

I have a sheet that shows numeric scores in 12 categories for a given person. There are about 50 people total that the workbook has scores for. Currently the sheet has a userform combo box that allows the user to select a certain person. There is a graph that shows the person's scores that is selected in the combo box.

Now, though, I want the combo box to only show people that fulfill a certain criteria. I want the criteria to be based on a countif formula contained in another cell. For example, I only want the combo box to contain people whos value in column c of their row (which contains a countif formula) equals a certain number.

Is there any way to do this? If not, is there another way I could make a drop down only show people with a certain value of a countif formula?

Any help would be greatly appreciated, and if I'm not being clear in what I'm trying to accomplish please just let me know and I can try to rephrase it for you. THanks a ton for the looks and any help you can provide.
