Only Show When data In Another Cell

Guys,

On my sheet which is primarily for cost tracking purposes I need a certain cell only to populate 0nce anoher cell has data entered into it. This is what I have:

I only Want cell T1 to work if cell S1 has data entered in it. But cell T1 has a formula in it which is =sum(S1-U1). Now cell S1 will rarely have data in it but U1 will always have data so there for when I have no data in cell S1 and I add the cost data in U1 it shows that I have negative cost in cell T1. I also have a conditional format in cell T1 to show icons for when the cost of T1 gets 20% within total cost of S1 it throws a sign so again no data in S1 and I have a false showing in T1. Can anyone give me some help on this.
